How to Enter Phuket Sandbox with Visa on Arrival (VOA)

Thailand began welcoming international visitors under the Sandbox Program. Those planning to enter Thailand via Phuket can also apply for Visa on Arrival (VOA) at Phuket International Airport (HKT) and use Phuket Sandbox for entering Thailand without quarantine.

From July 1, 2021, international visitors that are vaccinated against COVID-19 are allowed to enter Phuket without quarantine under the “Phuket Sandbox” program. You are just required to stay on the island for 5 days before being permitted to travel elsewhere in the country and stay at certified SHA Extra Plus Hotels ensuring health & safety measures. 

Who can enter Phuket Sandbox with Visa on Arrival (VOA)?

If you are a citizen of one of the following countries and have been fully vaccinated for more than 14 days, you can come to Phuket Sandbox and apply for a Visa on Arrival at the airport.

  16. Taiwan
  17. Uzbekistan
  18. Vanuatu

Unvaccinated children under 18 years old traveling with their fully vaccinated parents are eligible for the Phuket Sandbox program and can get Visa on Arrival but will also have to undergo COVID-19 testing upon arrival at Phuket airport.

General Requirements for tourists with Visa on Arrival (VOA) under Phuket Sandbox program

You should ensure that you follow the steps for entering Thailand and bring the essential documents for official checking.

1. Get Thailand Pass before flying to Thailand.

You need apply for Thailand Pass. The procedure for Thailand Pass application when entering Thailand with Visa on Arrival under Phuket Sandbox Program is as follows:

  • Select "Non-Thai Nationals”.
  • Select “Sandbox Programme” and select Phuket as your Sandbox destination
  • Fill out required details and upload the following documents
  • Copy of bio-data page of your passport
  • Valid health insurance that covers medical expenses including treatment related to COVID-19 with a minimum amount of 20,000 USD throughout the period of stay in Thailand
  • Vaccination certificate
  • Proof of confirmed and fully paid booking of stay at SHA++ hotels in Phuket
  • Proof of payment for RT-PCR COVID-19 test in Thailand (tests should be booked on PSAS system)
  • Confirmed flight ticket out of Thailand within 15 days

2. Download the alert application  upon arrival

All arrivals are required to download and install application “MorChana” for the local authorities to track your health conditions during your visit.

3. Prepare to have all documents to be checked at the 'Health Control' at Phuket International Airport

  • Thailand Pass
  • COVID-19-Free Health Certificate with a negative result of RT-PCR test issued no more than 72 hours before travel (not required from 1 April 2022)
  • Certificate of vaccination against COVID-19 no less than 14 days before your travel date
  • Proof of reservation at a SHA Extra Plus certified hotel
  • Payment confirmation for RT-PCR test by PSAS system
  • Confirmed flight ticket out of Thailand within 15 days
  • Mobile application MorChana to track health and location
  • Proof of valid COVID-19 insurance policy with minimum coverage of 20,000 USD

4. Apply for Visa on Arrival

The mandatory documents to prepare for Visa on Arrival application:
  • Visa Application Form
  • Passport valid for at least 30 days after arriving in the country
  • Confirmed return flight ticket to prove that you will leave Thailand within 15 days
  • Proof of SHA Extra Plus accommodation reservation for a minimum of 5 days
  • 2 passport sized self-portrait photos without hats/caps or sunglasses
  • Sufficient funds for a visit (at least 10,000 THB per person or 20,000 THB per family in any currency)
  • Visa on Arrival Application Fee - 2,000 THB

5. Clear the 'Immigration' process

You need present your passport at the immigration counter to undergo an immigration inspection. They will be granted access through Thailand immigration with a 15 Thai Visa on Arrival. 

6. Proceed to the baggage hall and collect luggage

When the immigration inspection is complete, you need to proceed to the first floor arrivals hall, just grab luggage carts and collect your luggage. There are luggage claim office around that can assist you in the event you are missing luggage.

7. Proceed to 'Customs'

All passengers will be required to pass through Customs and you just go through customs towards the exit sign. If you have nothing to declare means you do not have any items liable for duty and taxes and prohibited or restricted goods when arriving in Thailand. For this case, you can simply walk through the Green Channel and use the Nothing to Declare lane, stopping only if asked to do so by a customs officials. 

The following items are exempted from duty: 

  • Personal belongings in reasonable quantity, which are worth no more than 20,000 THB in total and are not prohibited or restricted goods or food
  • No more than 200 cigarettes or 250g of tobacco or 250g of all types combined
  • No more than 1 litre of wine or liquor.

Keep in mind that there are restrictions or bans on bringing some goods products so you should check before entering Thailand.

8. COVID-19 Test for Covid-19 at airport

Once you have passed through the Customs Area, you will be at Arrival Hall. You need to proceed outside the terminal to the compulsory RT-PCR COVID-19 testing station.

9. Depart to your SHA Extra Plus hotel

When the process is complete, you will go to the pick up point and travel to your SHA Extra Plus hotel with an approved airport transfer service.

10. Check in at your SHA Extra Plus hotel

You are required to stay in hotel room while waiting for the RT-PCR test results that performed at the airport upon arrival. If test negative, you can start your trip in Phuket freely.
