Measures for 11 Groups of People Allowed To Fly Into Thailand

The Civil Aviation Authority of Thailand (CAAT) has listed 11 groups of Thai and non-Thai nationals (foreigners) permitted to enter Thailand. The eligible travellers as listed below must seek in advance a ‘Certificate of Entry (COE)’ from their local Thai embassies or consulates abroad as required under the order of the Centre for COVID-19 Situation Administration (CCSA).

Entry into Thailand

The Civil Aviation Authority of Thailand (CAAT) on Monday issued the “Notification on Conditions for Aircraft Permission to Enter Thailand (No. 3)”, effective from August 4, 2020. The entry into Thailand of the persons of any of the following types, by aircraft, shall be permitted, provided that they comply with the conditions, time limits and rules of the authorized persons under the Thai immigration law, communicable diseases law, air navigation law, and the Emergency Decree on Public Administration in Emergency Situation, for the prevention of the spread of disease and the organization of the number of persons entering Thailand in accordance with the capability of the competent officers or the communicable disease control officers for the screening and arrangement of facilities for isolation, quarantine and control for observation.

The groups consist of the following,

1. Thai nationals

Prior to travelling into Thailand

1). Avoid travelling into a COVID-19 affected area or communities at least 14 days before travelling

2). Required documents;

3). Exit Screening

Arriving and while being in the country

1). Entry Screening

2). Submit the required documents

3). Download tracing application

4). Quarantine not less than 14 days and subject to Covid-19 test twice

2. Persons with exemption or being considered, permitted or invited

Prior to travelling into Thailand

1). Avoid travelling into a COVID-19 affected area or communities at least 14 days before travelling

2). Required documents;

3). Precise and clear travel plan that can be traced

4). Exit Screening

Arriving and while being in the country

1). Entry Screening

2). Submit the required documents

3). Be tested for Covid-19 by RT-PCR

4). Be escorted and observed according to the travel plan

5). Travel only by the specific transportation.

3. Persons on diplomatic or consular missions or under International organizations, or representatives of foreign government

Prior to travelling into Thailand

3). Be tested for Covid-19 by RT-PCR

4). Self quarantine not less than 14 days

4. Carriers of necessary goods

Prior to travelling into Thailand

1). Documents for entry

Arriving and while being in the country

3). Park the aircraft and deliver the goods at the designated point

4). Strictly comply with the disease prevention measures

5. Crew members

Prior to travelling into Thailand

1). Required documents;

  • Crew member document (also stating the exact time of arrival and departure)
  • Health insurance covering COVID-19 (not less than 100,000 US dollars)

2). Exit Screening

Arriving and while being in the country

6. Non-Thai nationals who are a spouse, parents, or children of a Thai national

7. Non-Thai nationals who have a certificate of residence, including their spouses and children

8. Non-Thai nationals who have a work permit or have been granted permission to work in the Kingdom, including their spouses and children, or foreign workers who have been granted exemption from the government to temporarily stay and work in the Kingdom

9. Non-Thai nationals who are students of educational institutions approved by Thai authorities, including the parents or guardians of the students, except for students of non-formal educational institutions under the law on Private schools and of other similar private educational institutions

9.1 Students of private or International institutes

Prior to travelling into Thailand

9.2 Students of public institutes

Prior to travelling into Thailand

  • Letter stating that the institute is responsible for the health expenses covering COVID-19
  • Letter of approval on quarantine accommodation by Thai authorities.

3). Exit Screening

Arriving and while being in the country

4). Quarantine not less than 14 days

5). Be tested for Covid-19 by RT-PCR (only the students of public institutes)

9.3 Students of Border Patrol Police institutes

Prior to travelling into Thailand

2). Required documents;

  • Letter stating that the institute is responsible for the health expenses covering COVID-19
  • Letter of approval on quarantine accommodation by Thai authorities.

3). Exit Screening

4). Quarantine not less than 14 days

5). Be tested for Covid-19 by RT-PCR (only the students of public institutes)

10. Non-Thai nationals in need of medical treatment and their attendants

Prior to travelling into Thailand

1). Avoid travelling into a COVID-19 affected area or communities at least 14 days before travelling

2). Required documents;

3). Exit Screening

Arriving and while being in the country

1). Entry Screening

2). Submit the required documents

3). Travel by the hospital vehicle

4). Use tracing application

5). Quarantine in the treatment hospital not less than 14 days

6). If the treatment is less than 14 days, must be quarantined until 14 days

11. Non-Thai nationals who are permitted to enter the Kingdom under a special arrangement with a foreign country

11.1 Long Stay
