Samui Plus Sandbox Certificate of Entry (COE)

The Certificate of Entry or COE is a mandatory official document issued to Thai nationals and foreigners who are permitted to enter Thailand during COVID-19 pandemic. Since Samui Plus Sandbox program has been launched, the COE is also required to enter the resort island of Koh Samui in Surat Thani province without going through quarantine.

According to the Samui Plus Sandbox plan, vaccinated tourists are exempt from quarantine. Travelers need to get a COE confirming that they meet the entry requirements set by the Thai government and are accepted for travelling to Koh Samui, Koh Phangan, and Koh Tao. They also need to meet a number of conditions for entering Thailand.

Update: From 1 November 2021, the COE has been replaced by the new system called "Thailand Pass" You will need to fill out the information and uploading relevant documents into the system. Once the registration is complete, you will receive a Thailand Pass QR code to use to enter Thailand.

How to obtain a Samui Plus Sandbox Certificate of Entry (COE)?

Travelers arriving in Koh Samui must present a Samui Plus Sandbox Certificate of Entry (COE) that can be conveniently obtained on the COE website. You just need to upload several required documents and if approved, the COE will be issued by the Thai embassy allowing you to fly to Thailand.

The COE registration is divided into 2 parts as follows:

The first step starts from choosing to register for a COE with the embassy or consulate general responsible for the country or territory where you will be flying from and choose that you will entry Thailand by Samui Plus program.

After that, you will need to fill out the personal information into the form by providing details such as name, email, nationality, Date/Month/Year of Birth (A.D.), type of passport, passport number and expected date of travel (if any) and contact details outside Thailand and in Thailand.

Required document for COE pre-approval registration

For Samui Plus Sandbox, the following required document need to be uploaded into the COE system.

1. Passport BIO page

2. Health insurance that covers medical expenses including COVID-19 in the amount of not less than 50,000 USD. The insurance must cover the total duration of stay in Thailand. (you can easily buy online the special insurance package AXA Sawasdee Health insurance  that meet all requirements).

3. Documents certifying vaccination:

  • Certificate of vaccination should include personal details (full name, date of birth, nationality and passport number) and vaccination details (name of vaccine, date of vaccination and batch number of vaccine). If the certificate does not meet requirements of the Ministry of Public Health of Thailand or could not verify its authenticity, you may be quarantined.
  • It is required to attach certificate of vaccination and its English translation, if the certificate is not in Thai or English language.
  • You are required to present an original paper or a print out of online vaccine certificate to disease control officers once arrived in Thailand.

4. Other documents (depends on the type of person intended to enter Thailand):

  • Copy of Thai visa or re-entry permit (if any). If you don't have a valid visa or re-entry permit, you must submit visa application requesting the issuance of an appropriate visa directly to the Embassy or Consulate-General first.
  • Copy of letter confirming enrollment or admission.
  • Copy of passport of parents or guardians (if parents or guardians will accompany a student).
  • Copy of official documents as proof of relationship, such as marriage certificate, or birth certificate (if parents or guardians will accompany a student).

After the submission of the application, you will be given a 6-digit reference code. The code will be used to track registration status and download the COE. 

The official will check your documents and, if correct, will approve the registration through the system. If documents won’t be correct, disapproval message will be sent and you will be allowed to amend the information as notified.  You are able to edit personal information at menu “Edit information” and track registration status at menu “Check the result”.

Processing Time: Royal Thai Embassy and Royal Thai Consulate-General should pre-approve application of COE within 3 working days.

2. Issuance of COE

After application has been pre-approved, you must apply for a COE within 15 days. After the deadline, the system will automatically cancel the application and you will have to start the application process over again.

Required documents for issuance of COE

1. Flight ticket(s).

2. SHA Plus Hotel reservation for 7 nights (up to 3 hotels) with proof of payment in the form of SHABA Certificate.

3. Proof of payment for COVID-19 RT-PCR tests.

You can check registration status at “Check the result” menu on the website. If COE is granted, you can download the COE directly from the registration website.

Processing Time: As long as you meet all the requirements, Royal Thai Embassy and Royal Thai Consulate-General should issue a COE within 3 working days after the application is completed.

Example of Samui Plus Certificate of Entry (COE)

Samui Plus Certificate of Entry (COE) contains your specific information for travelling to Thailand such as your name, passport details, date of departure and arrival, port of departure and arrival, flight number, your hotel name (SHA Plus accommodation) and condition of stay. It is also mentioned that this certificate is “Only valid for entry to Samui Plus, Thailand under the Samui Plus Sandbox Programme”.

Keep in mind that if the flight you were planning to board is canceled or postponed or the hotel has been changed after the COE is issued, you will need to contact embassy to update your COE or submit a new application to receive a new certificate with correct details.

Documents for entering Thailand

After COE issuance, you need to print Certificate of Entry (COE) from website via “Check Application” menu as you will need to present the following documents at the check-in counter and to the officials at the point of entry upon arrival into Thailand.

1. Passport and valid Thai visa/re-entry permit (if required).

2. Certificate of Entry (COE).

3. Medical certificate with a laboratory result indicating that COVID-19 is not detected, using RT-PCR test, issued within 72 hours before departure (in case of connecting flights, before embarkation from initial port).

4. Health insurance covering a minimum of 50,000 USD of medical costs incurred by the applicant in Thailand, including medical costs in the event that applicant contracts COVID-19 (the insurance must cover the total duration of stay in Thailand)

5. An original copy of Certificate of Vaccination.

6. SHA Plus Hotel booking confirmation and proof of payment, specifying both accommodation fees and RT-PCR COVID-19 test fees.

7. T8 Form Health Questionnaire (Health Declaration Form).
