From 2 November 2020 onwards Thais and Non-Thais are required to register on the website coethailand.mfa.go.th, in order to obtain Certificate of Entry (COE) for entering to Thailand.
Update: From 1 November 2021, the COE has been replaced by the new system called "Thailand Pass" You will need to fill out the information and uploading relevant documents into the system. Once the registration is complete, you will receive a Thailand Pass QR code to use to enter Thailand.
The COE registration process for non-Thai nationals is as follows,
1. Register for Certificate of Entry
Fill in application form and upload passport information page, valid visa / re-entry permit (or return/outbound air ticket for 30-day visa exemption), health insurance (you can easily buy online the special insurance package AXA Sawasdee Thailand that meets all requirements) and proof of vaccination (mandatory for Phuket Sandbox)
Embassy/Consulate-General takes 3 working days to process the application
Applicant can check the result of application on website
2. Once approved
Applicant finds and books a flight and Alternative State Quarantine (ASQ) / Alternative Local State Quarantine (ALQ) hotel or SHA Plus hotel (for Phuket Sandbox only) within 15 days
3. Confirm application for Certificate of Entry (COE)
Save information of Flight and ASQ/ALQ hotel or SHA Plus hotel reservations and upload relevant evidences for consideration

Important note! If COVID-19 test fees are not included in your SHA Plus hotel booking, you additionally need to pre-book your COVID-19 Tests in Phuket and submit a proof of payment for RT-PCR tests when applying for COE under Phuket Sandbox scheme!
Must be processed within 15 days in accordance with No. 2 otherwise a new registration is required

4. Once Certificate of Entry (COE) is approved
Applicant requests to print Certificate of Entry (COE) from website via Check Application menu
Applicant signs the Certificate of Entry (COE)
Applicant shows Certificate of Entry (COE), Medical certificate attesting that the traveler is free from COVID-19 issued no more than 72 hours before travelling, Medical certificate attesting that the traveler is fit to travel (Fit to Fly/Travel Health Certificate) (no longer needed!), and relevant documents prescribed in Guidelines based on Regulations issued under Section 9 of the emergency Decree on Public Administration in Emergency Situation B.E.2548 (2005) (No.7) to Airline Officials and officials at point of Entry, otherwise might be rejected to enter the Kingdom
